Only the direct coal liquefaction project of Shenhua Group and the Ningdong indirect coal liquefaction project jointly undertaken by Shenhua Ningxia Coal Group and Sasol Ltd. have got special permission from  the State Council of China to go ahead, while all other coal-to-oil (CTO) projects have been ordered to stop, according to the Development and Reform Commissionof Ningxia Hui Autonomous Region.

    Coal-to-oil projects are still at the demonstrative stage in China.

    The National Development and Reform Commission issued an announcement on the management of CTO projects in 2006 to prevent blind CTO construction.
