China further raises access threshold of aluminum industry

    China's National Development and Reform Commission (NDRC) has further raised the threshold of aluminum industry in the Requirements on Accessing Aluminum Industry promulgated Tuesday.


    The Requirements has made it clear that new electrolytic aluminum project must be verified by the State Council's investment regulatory department, and NDRC will only give a green light to environmental protection renovation project and those projects to replace the backward production capacity eliminated as the state plan.


    The promulgation of the Requirements is aimed to accelerate adjusting the industrial structure, promote the aluminum industry to develop in a healthy and sustainable way, strengthen environmental protection, comprehensively utilize resources, further raise the access threshold, standardize investment activities in the aluminum industry, check blind investment, and facilitate the country to reach the target of saving energy and reducing pollutant emission, said a NDRC official in charge.


    The Requirements will be taken as grounds for all related departments in verifying investment, , record management, land supply, industrial and commercial registration, evaluation of impact on environment, safety permit and loan-granting and financing.
