China's draft Energy Law will be submitted to the State Council soon as the work of soliciting pubic opinions proceeds smoothly, revealed an official in charge of the Office of China's State Energy Leading Group.

Xu Dingming, vice director of the Office and head of the expert panel for drafting Energy Law, told the Shanghai Securities Journal that the legislation of Energy Law must go through three procedures. Firstly, the draft law will be endorsed by the National Development and Reform Commission, and then be submitted to the State Council as the second step and to the National People's Congress for deliberation in the end.

Xu believed that the future promulgation of Energy Law will provide legal guarantees to China's energy security.
