The possibility for China to issue new policy on export of rolled steel is predicted to be few before the fourth quarter of 2008, though the possibility for it further levying export tariff or reducing export tax rebate can not be ruled out, according to the Guangzhou East China Material Trading Center.
The frequent adjustment of tariff in the past has not only been harmful for the stable development of the industry, but also has caused a rush on export and triggered off temporary surge of export. An official in charge of the competent department also admitted it. It is predicted that the future policy adjustment may not be as frequent as it was before.
China's trade surplus will slow down this year, and the whole year export is predicted to grow 15 percent, 10 percentage points lower than last year. The entire situation is usually taken into consideration when the government adjusts the tariff. Furthermore, if the international market does have demand needed to be met, levying export tariff can only lead to export price hike, which then can push up the export volume and bring about the domestic price rise correspondingly, the last thing the Chinese government likes to see at this moment.
